First there was Mihoshi of Tenchi Muyo infami... now there's also Konei. They are the leaders of Team Bubblehead!

Konei: - Absconded off with Gerard in Ami Tales 7. Made to act like a cat girl by Lossoth; though light genetic manipulation, and a few years of making her think she was a cat; and not a "demon" woman. This gave her a bubbly personality ... but a tendency to; forget things easily.
